Second Letter to Presidente Carlos Roberto Flores, asking for his intervention in cleaning up the corrupted Roatan Court of Letters. _____________________________________________________

Editorial Note: I allowed more than a month between the first letter to Don Carlos Flores, Presidente, and the follow-up, in order to give him adequate time to reply, had he been so inclined.  He didn't. ___________________________________________________________________

                                                                      March 16, 1998

The President of the Republic,                                                  Don Carlos Roberto Flores                                                      Presidential Palace

Tegucigalpa, Honduras         (Via AIR COURIER)

Mister President:

I forwarded the enclosed letter and its attachments to you via Air Courier, on February 10, 1998, and have a signed delivery receipt for the envelope.

However, on the possibility that the earlier dispatch did not reach your hands, I am again forwarding this informational copy to you.

When the former Roatan Judge of Letters, Fernando Azcona Schrenzel was fired for corrupt practices several weeks ago, I expected that a Judicial Review would be undertaken to correct his judicial errors. It now appears that this was too much to hope for.

Once again, Senor Presidente, I urge you to give long-overdue attention to this shamefully corrupt Court of Letters. It constitutes a disgrace to the entire Republica. Just firing a crooked judge accomplishes nothing, unless his crimes in office are exposed, evaluated and corrected as equity requires.

I am extremely reluctant to take my efforts to obtain judicial redress to the next obvious level, but will do so if I must.

May I please hear promptly from someone in authority in these matters?

                                                            Most respectfully,

                                                           Lorenzo Dee Belveal
