their urban plight with passive resistance

Highland Park Citizens are offering passive resistance in protest of the
State of Michigan's slow strangulation of their city.
Here's how it works:
Until the McGregor
Library is re-opened, Highland Park citizens will protest by
adhering strictly to the speed limit at all times on the Lodge and I-75
Freeways within the boundaries of Highland Park.
With so many Highland Park citizens coming and going, this ought to
result in a continual slow down on these major state-sponsored commuting
arteries.
Passing through Highland Park? - Not so fast!
