Senor Presidente:

I received an e-mail message from a friend of mine in Washington, D. C., over the weekend, advising that my Alma Mater, American University, conferred an honorary "Doctorate of Honoris Causas" on you a few days ago. I congratulate you most sincerely.

You may recall that I wrote to you back on January 9th of this year, at which time I told you about problems I had encountered at the hands of Arnold Morris, a fugitive from U. S. Justice, and the corrupted Judge of Letters on Roatan, Femando Azcona Schrenzel. I am enclosing a copy of that letter.

I was subsequently told that you had referred the matter to Doctor Miguel Angel Rivera Portillo, your President of the Corte Suprema de Justicia. So I then wrote to him, providing some more documentation that my lawyers felt might be helpful to him, and offering whatever additional information and/or assistance my files or I, personally, might t provide. A copy of that letter is enclosed.

On March 20, last, Doctor Rivera Portillo appointed Fiscal Doctor Jesus Martinez Suazo to investigate Court irregularities. While neither the Roatan Court of Letters nor Judge Fernando Azcona Schrenzel were specifically named in the press releases I saw, my attorneys assured me that the Roatan Court of Letters, and Judge of Letters Azcona Schrenzel were high on the list of items to receive Fiscal Martinez-Suazo's attention.

Moreover, I was told that Martinez-Suazo's judicial inquiry into the Court of Letters irregularities was a direct result of your personal instructions. I now find myself doubting this. But I believed it at the time, and because I believed it, felt that I might expect a redress of the judicial and criminal abuse I had suffered at the hands of Amold Morris and Judge Azcona. In view of this, I wrote a letter to Doctor Jesus Martinez Suazo, enclosing some documents in support of my position and offering him any kind of documentary materials or personal testimony he might want of me. A copy of that letter is enclosed for your information.

Not only has there been no progress toward returning my stolen properties to me, I have not even had the courtesy of an acknowledgment of my letters. Since they have all been sent by Air Courier, and signed for, I know they have been received - and ignored.

It appears to me that the people charged with the administration of your "moral revolution," consider it to not be for application on Roatan - or not on behalf of "gringos." Or neither.

I very much regret being the cause of what is certain to be a major embarrassment to you, to your administration, and to me, personally. However, I think you will have to admit that I have been very patient with the legal processes. These outrages have been going on for more than three years now, and playing the legal games involved has cost me thousands of dollars. A time comes when enough is enough, Jefe, and that’s where I am now.

If the Honduras judicial system is not capable of protecting a foreign investor from the notorious and publicly known combinations and conspiracies of a criminal-in-flight hiding behind a purchased Honduras citizenship, and a corrupted judge, then their victims must surely be excused for using every available means of self-protection - and/or retribution. Our next arena will be on Capitol Hill. I really hate doing this, but I have no choice.

Believe me when I say there is nothing personal in this. I have tried to be your friend.
